The red ball is actually a fishing buoy attached to a fishing net.
Now the two rocks look like they're one.
Those colorful things along the bluff are temporary ''fishing" houses. Outside of the park borders, people are allowed to bring down their "houses" for the fishing season. They are mostly commercial fishermen who bring in boatloads of halibut every day.
